Bug description: - lawbringer effect triggers on debuffed targets without being hit by judgment, at more that 40 yards away;(2 enemies, 1 active target)

Proof: Blizzard: 6:50 (multiple targets) - lawbringer doesn't trigger if the target is not hit by judgment;
