Bug description: If you continuously refresh echo of light it never ticks, this becomes a big problem for a holy priest in raids since there is alot of constant refreshing of our mastery from aoe healing and prayers of mending jumping all over the place. Echo of light should function in a similar fashion like ignite does, it should keep ticking every 3 seconds even if refreshed constantly, each subsequent proc/refresh should add its contribution to the amount still remaining to be granted to the target, and a fresh buff for the new total amount should be created, to be granted over a fresh 6 second period.
