Descrierea bugului / Bug description: Borrowed Time buff disappears after using a heal with a Cast time. Other spells that are chanelled or instant (eg.: Penance, Renew) does not remove the buff.
Dovada / Proof: Can't create video, test it please.

So it is meant to be consumed ( the haste buff ) by the first casted/channeled spell , this statement is supported by any comment you can find regarding this talent ( ex: here ). The only bug i see is that it's not being consumed/used/utilized by Penance .
