[FIXED] [Priest][Shadow] Insanity draining too fast

Bug description: Insanity draining is too fast. When you enter Voidform, it says "losing 6 Insanity every second", but with the next second it says "losing 10 Insanity every second'. This draining rate is insane. Shadow Priest must be able to maintain Voidform for 30 seconds for solo target, but its hardly to reach even 30 stacks without Void Torrent or Dispersion. Draining rate in 7.1.5 was changed. in 7.1.0 formula was 8 + 0.55 * DecayStack, but now it is 6 + 2/3 * DecayStack. It means you can maintain Voidform for longer. But be aware: Voidform stacks and Decay stacks are not the same. Decay stacks stop growing while player is casting Void Torrent and Dispersion.

Nice catch it now drains 3 + 0.33 * decayStacks per 500ms (making it 6 + 0.66 * decayStacks per second). Decay Stacks will no longer increase during Dispersion/Void Torrent or Sustained Insanity.

Although I don't really know if "It means you can maintain Voidform for longer." is true.

You start at 6 instead of 8, but the increment was changed from 500 to 660.

It means that before 15 stacks, the new insanity drain is more sustainable (at 16 stacks with new formula it drains 16.5, and with old formula 18 per seconds), but as time goes on, it turns around (at 30 decayStacks with new formula is 25.8 per sec while with old formula is exactly 23).

Going further on: with 50 stacks and new formula it's 39 per second, old formula gives 33. That is already a total of SIX insanity per second more.
