Bug description: Mania should give a speed buff of 1% for every 3 insanity. Currently, it does not.

It is not a visible buff, but do check your speed by running around on 0 and 100 Insanity. you'll get a 33% buff, I just verified, works on my side, although I found a minor glitch that prevents the spell correctly updating the granted movespeed buff. I fixed it now.
