Bug description:

Most, if not all, of the whips appear not interactable. But i have found some that were after a server restart(I think), which leads me to think that whoever interacts with them makes them uninteractible by anyone else.
Relog is not effective.


There is one, however, who despawns upon interaction and is reinteractable upon respawn.

Apparently these 3 are the same ones that give the quest.
