Bug description: Alard Schmied https://www.wow-freakz.com/npc_finder.php?npc=99121&name=alard-schmied despawns when the quest is picked up. You can't get the material needed from him to create the item for the quest. He respawns when quest is abandoned.

Confirmed.

The NPC seems to phase when you accept the quest.
