Bug description: After I kill the mob and loot the "Pouch of Pretty Trinkets" I can't open it to obtain the item for the quest.

Actually, quest item (Scuffed Bangle) drops from the guy and quest can be normally completed.
But the drop rate is too low, should be 100%.
