Bug Description:

Engineering questline was marked as fixed yet you still can't pick up starting quest "The Wrench Calls",

despite having the Sigil of Awakening quest completed, which is mandatory to take the quest.

Proof:

48107 is the quest id of the Sigil of Awakening
