Bug description: NPC is at wrong place and there is no fireworks that should be around the area
Proof: youtube video shows how should this quest work, NPC position and fireworks, added screenshot of situation on our server

P.S. Also NPC i mentioned in title should teleport you into jade temple since only entrance is dungeon entrance which makes it impossible to go inside unless youre flying which players under 90 cant.
This is explanation taken from wow head comments: "If you happen to walk out of the place like i accidentally did don't turn around and run back.
You will end up in the instance instead of where you should be.

At the bottom of the stairs to the left of the temple you'll find an NPC called Elder Sage Wind-Yi.
Speak to her, she'll give you the option to go to the temple.
And port you right back to where you should be."

Elder Sage Wind-Yi was FIXED.

Now Elder Sage Wind-YI transports you inside the temple where you should be you no longer get the quest credit for talking to her

The fireworks are spawned but not where they should be.

Uh, if you can't enter the temple because there's the portal, why not switch it to heroic mode? You won't be able to enter since you're not 90, and you will be able to explore the Temple that's not inside the dungeon. >_>
