Bug description: the quest can't be turned in to the npc even though it shows credit. npc also has a yellow question mark on top of her head which means its complete

i already tried doing this on 2 characters with the corresponding spec to get the reward but it doesn't let me turn it in the quest. i can't complete it. please confirm and fix. it would really help thanks.
