For me when I kill https://www.wow-freakz.com/npc_finder.php?npc=101116&&name=warpcaster-thwen I don't get kill credit. Then I talk to https://www.wow-freakz.com/npc_finder.php?npc=101782&&name=chief-telemancer-oculeth and I get ported out but I cannot finish the quest.

The Quest objectives are stepped incorrectly, It should be (after teleporting to the cave):
1. Kill Thwen
2. Speak to Oculeth who teleports you out.

However, at the moment its:
1. Kill Thwen (no objective)
2. Speak to Oculeth who teleports you out.
3. Receive "Kill Thwen" order.

Fixed. You don't need to kill her. You get credit if she's under 10% health.
Abandon the quest and try again now.
