Bug description: I cannot equip "Phosphora Fedora", and i cannot attack the fishes.

I found an old post, it say this quest was fixed:

... but i cannot complete quest.

Actually, there is 1 and only 1 Underlight Nibbler catchable. It is near Humprey Digson.
All other Underlight Nibbler dont work.
I must wait respawn, and then i can catch it again.

Put on the Phosphora Fedora, then swim through the coral in Underlight Canyon to attract 30 Underlight Nibblers.

But i cannot put on the Phosphora Fedora hat.

Anyway, as per Edit in post #1 , i found 1 Underlight Nibblers i can attack, without the Phosphora Fedora hat.
I cannot attack all other Underlight Nibblers.

In the pic of post #1, i show where is the only attackable Underlight Nibblers.
