I'm currently facing the same problem, the npc doesn't complete the last step of the quest and i'm stuck in the zone, I tried redoing it several times, deleting the cache, but with no success

This should be noticed somewhere, MANY MANY people got issues with this quest. It works, but it's very glitchy.
I got solution for this by letting the boss npc get lured by friendly npc, as soon as he starts to kill him, I killed the boss, I tried this for ten times before doing it like this and it worked for me.
