[FIXED] [Rogue][Honor Talent] Cold Blood cd

Bug description: Can't use Cold blood even when cd reached 0 (u have to wait some seconds more, prob to do with shadow's caress)

it's not just the CD...

it just cant be activated in combat or combat-ish vanish.

Well idk man i can activite it in combat.
After checking this more its prob like i said https://www.wow-freakz.com/spells.php?spell=209427&name=shadow-s-caress bug cuz it happnes sometimes with vanish sprint cos etc. its just the best visable with cold blood cuz it happnes everytime lol.
Cold blood cd with this talent should be `46.1538461538 and it is but u can only use it when exact 60sec pass.
