[FIXED] [Shaman][Item] Smoldering Heart not resetting Stormstrike CD

Bug description: Bug from https://forum.wow-freakz.com/FIXED-Shaman-Item-Smoldering-Heart-reset-CD-Windstrike-t561958.html persists, the fixed only affected the talent ascendance so that after you cast the spell you get the reset on auto attacks, but the problem is in the legendary where if you dont have a proc of stormbringer you will end up having up to a 8 second downtime completely wasting the ascandance proc and resulting in a massive dps loss

He means that if stormstrike is on cooldown, and the legendary procs, the cooldown of windstrike/stormstrike (same thing) does not get reduced like it should while ascendance is active. If your stormstrike has 8 sec cooldown left when ascendance procs, you'll have to wait that entire 8 seconds, instead of it getting reduced by 80% like it should during ascendance.

Both of what you guys are saying doesn't make any sense because when you get Ascendance the cooldown of Stormstrike/Windstrike IS RESET, regardless if you get ascendance by using the ability manually or proccing from Smoldering Heart.

However I found out what you guys were probably trying to say: when you proc Ascendance @ Smoldering Heart BY USING STORMSTRIKE (NOT ANOTHER SPELL) => stormstrike/windstrike is still on cooldown because the cooldown of stormstrike was re-added AFTER the stormstrike cast, right before Ascendance proc
