Bug description: The part with procs healing into cloudburst is not yet fixed

Most important trinket that should feed is Velen's. It should work for other trinkets aswell though.

[Quicksand]

It's not Cloudburst's fault, it can already proc from all trinkets/items/etc. It also works with Shaladrassil's.

Read there: cannot trigger proc. I have no idea why did blizzard mark it this way, I removed the flag
