Conclusion template stats (ilvl 826 vs 826):
Retail vs Freakz (very little stat deviation possible due to small ilvl difference)
int = 30957 vs 27810 not ok
crit = 26% vs 25.61% ok
haste = 20% vs 18.32% ok
versatility = 20% vs 20.25% ok
mastery = 106% vs 106.43% ok
mana regen = 31680 vs 44000 not ok
(ignore stamina, that stat is modified by trait)

Missing stats/hotfixes:
Intellect
27810 x 1.03 (july 24 nerf reversed to july 13) = 28644.3 not ok (prob missing, ignoring this now)
27810 x 1.02 (june 15) = 28366.2 not ok
28366.2 x 1.09 (?) = 30817 ok
Int is most probably missing the july 24 nerf so I calculated missing int without considering it.
Results show that june 15 2% hotfix and another 9% int are missing.
Including July 24 nerf int is 8% too low right now.
Basically hotfixed int should be 27810 x 1.08 = 30034.8

I hope this is not too confusing. I basically had to sync my calc with 13.07.2017 live hotfixes.
As hotfixes prior to july 24 are missing i simply assumed it is missing too.
This is leaving us with 8% too low int as how it should be right now.

Mana regen
44000 / 1.1 (july 11) = 40000not ok
40000 / 1.26 (?) = 31726 kinda ok
Mana regen is by 36% too high, 10% are missing july 11 hotfix and another 26% are some old (or not listed) hotfix
