Bug description: Ice Lance gets shattered without target being frozen or having Fingers of Frost procs. Only seems to work at close range?

Wanted to report as well, can confirm! I think it started today, not really sure it acted like that yesterday.

Confirm. Only works in something like 10 yards from the target.
