Bug description:
Incinerate gets a damage increase when the target has Immolate DoT on him. This is not stated on either spells or any Warlock passive and is probably left from Cataclysm.

Proof:
Tooltip states 18448 damage
Target without Immolate gets between ~18200 and ~18800 damage.
Target with Immolate gets between ~22400 and ~22800 damage.
