Bug description: the emerald dreamcatcher buff from head should be 3 sec and now is 2 sec.

. second video from min 1:00 without any haste buff there you are able to land 2 x wrath in that 3 sec from head buff with near 34% haste and here with same haste or over 34% you cant use that rotation in that 3 sec window 2 x wrath.....same first video with 32.30% haste that guy make some test on dummy with that head and his rotation is easy to see.another problem can be this https://forum.wow-freakz.com/General-GCD-malfunction-t484985.html ........
