Fishing Artifact

I am just asking : is the fishing artifact implemented? I was fishing in the Broken Isles and got myself the Luminous Pearl http://www.wowhead.com/item=133887/luminous-pearl#comments . This is supposed to start the chain for the artifact but after the first quest I am not receiving the next one. Maybe its because I don't have 800 skill in Fishing yet , I read that it's required for the pearl to drop.

Surely the chain is not yet implemented.
