[General] Resource generating abilities against immunities

Bug description: You shouldn't be able to build up Combo Points, Chi, Holy Power against targets that are under an immunity effect such as Ice Block, Divine Shield, Aspect of the Turtle and so on. In the same situation using a finisher on a permanent immunity that costs these resources should only consume the energy/mana and not the actual Combo Points that you currently have, the only exceptions are holy power and chi that do get consumed if used.
