It's for WoD and Legion dungeons and raids and only for gear items.

All versions of an item have the same default item ID, the difficulty gives them a bonus ID, deciding their itemlevel and well, generally anything affix on the item. "Raid Finder" "Heroic" "Mythic" tags are all done through bonus IDs, so are "Warforged" and "Titanforged", bonus sockets, tertiary stats, etc.

Each mode drops the version it's supposed to, why would Normal mode drop a Mythic item? That makes no sense, at all.
