High ms

Thank you all for your time.

I have my theories, but want confirmation. My ms has been very high recently. It's been spiking to over 8k, making playing anything -- well, unplayable. I've been thinking it might be my computer or internet, but other programs and internet services work fine. The ms issue also occurs regardless of how many people are currently in the server. It is also understandable that since I am located in America, connecting to Romania would cause some issue, though I am not certain just how much of an issue it causes.

Does anyone have any ideas as to what may be going on, or how to fix it?

EDIT: https://imgur.com/a/kGQqx; Just got out of a BG and my ms (world) spiked to almost 15k. So confused! Any help or advice on how to find out what is happening will be very much appreciated.
