How do you skin in Argus?

I leveled my skinning skill to 800, but none of the mobs in Argus that you are supposed to be able to skin for Fiendish Leather are even skinnable to me.

Have a look at https://forum.wow-freakz.com/view-post-5961232.html - the issue is that Tainted Scraps aren't dropping, so the quest to enable Argus skinning can't be started. There's no indication when this is going to be fixed, sadly.
