How does one post a GM ticket?

Greetings,

I've had an issue since 7.3.5's update about the Mac'Aree questline where I've finished every single questline but still don't have it marked as done.
I've done a IsQuestFlaggedCompleted(48107) for it and says that it was indeed completed but I never got the credit for it.
I can't even get the Locked And Loaded achievement because of it, let alone the You Are Now Prepared achievement.
So I tried putting a GM Ticket in WoW but that also is borked.

Sometimes there is no notification that your ticket is up but GMs can still see it. (we'll fix it)

Just create a ticket and wait for an answer if it still persists.
