The tooltip says after you kill a target, that target must be as you said, but since always pets in pvp are considered things that proc these kind of passives, find me a post saying this got changed on legion.. otherwise it means it didnt

Well by exp / honor gain target it means you need to be within ~10 levels of the enemy killed and only then will you receive the buff.

Why would you want to dismiss your dk pet?

@Token there are many different reasons someone would want to dismiss their pet. The main reason I chose to was because I've recently started PVPing again and some classes gain a huge boost in damage or healing or some other random thing after they kill something. As you can understand it is quite annoying giving away free boosts, so I just dismiss pet when it is low and resummon.
