[FIXED] [Hunter] Viper sting not working properly

Bug description: The spell dosent reduce healing taken by target if the target already have heal over times on (Ex. Rejuvenation), making it useless vs some classes like druids. The spell reduces healing taken by ALL non-instant heals for their ENTIRE duration if they are cast in the 6 second window. ( Ex. If i use druids Overgrowth's pvp talent while i got stinged, ALL my hots will do -30% healing for their ENTIRE duration, not 6 seconds).

Proof: Easly tested with 1 hunter and 1 druid can't make video right now.
