Bug description: It doesn't decrease mining/herbing/SURVEYING speed at all. This is a special item because it should works on ALL CONTENTS, even in upcoming Argus, Broken Shores. This item also makes low level gathering easier.

You see even with potion activated its over 3 seconds to gather from Vein.

Confirmed, it should decrease
Skinning by 1 second
Mining by 1.5 second
Herbalism by 1.5 second

but does not stack with items that have similar Effects such as glove enchants.
