[Item] Formula: Enchant Neck - Mark of the Distant Army

Bug description: The formula doesn't drop from Advisor Melandrus as the enchanting tab says so(Proof 1). Sorry. I wasn't able to get a screenshot of me looting Advisor Melandrus but I have run him a couple of times but no drops at all. In the Wow-Freakz database, the formula doesn't show where it drops from(Proof 2) and Advisor Melandrus' loot table doesnt show the formula.(Proof 3) Wowhead also shows that it's supposed to drop from him.(Proof 4)
