[Item] Peon's Mining Pick

Bug description: If you got that item you should be able to mine faster on Draenor, but it doesn't. Besides, i can't equip if i would, UI tells me "You do not have the right skills to be able to use this object"

Yea, my hopes were high when they fixed drop. Now item doesn't work....

I can equip the pick as a rogue and tested, mining speed is not changed even when the pick is equipped. Always takes 3.2 seconds to mine draenor ore.
