[Jewelcrafting] Mass Prospecting unlearnable

Bug description: So, just like the recipes for alchemy that bugged 2-3 weeks ago where you couldn't learn rank 3 cause it would never proc and had to be fixed twice, this time is the mass prospect not dropping after prospecting 500+ times. Curently if you start jewelcrafting from 0 you can't get mass prospect for felslate and leystone no matter how many ore you prospect. Btw if you fix this please check if mass prospect gives the correct amount of gems instead of the ore it was prospected from like in the past fixes.

yeah +1 to this i prospected 600 ores from felstlate and leystone and i didnt get the mass prospect receipe please fix this

I have been prospecting 72 stacks of leystone and gave me 0 mass prospect schematic
