Lost with starting the BFA Quest Chain

Hello,

I have used a boost to 120, and once i did that; I kept looking for Mathias Shaw at SW harbor as so I heard to start the chain,

But when I clicked him nothing happened, he had no lines for me to proceed further,

Any ideas about my dilemma and how to start the chain correctly?
