Bug description: I will separate this bug report by Specialization:

1. Arcane: spells like Arcane Blast, Slow Fall, Barrier proc the bonus: https://youtube.com/watch?v=yXj3viqqHnM:

Confirmed for frost.
Spells triggering the buff are slow fall and shimmer

Arcane procs off of everything
Frost same story as arcane
Fire doesn't proc from random spells, but doesn't get consumed when casting spells.
