The bug @ mastery is like this : you ALWAYS get the bonus 12%, doesn t matter how low your mana is, or how much mastery you have. It should give 12% @ 0 mastery with 100% mana and 6% @ 0 mana 0 mastery. As for Arcane power i can confirm there is NO damage increase.

Arcane Power increases all damage of all kind and I think it should increase this weapon's damage as it increases Cunning of the Cruel's damage.

About the mastery I think you missunderstood. It says the increase is based on the ammount of mana the mage has UNSPENT. That means more mana = more damage. Proof

Point is that the weapon gets damage increase ONLY from base mastery. And we're not talking about mage's mana adept mastery but about the weapon.
Bugs in this topic:
1. Arcane mage mastery not scaling with mana accordingly.
2. Rathrak, the Poisonous Mind's Dot does not benefit fully from an arcane mage's Mastery.
3. Arcane Power does not increase the damage of Rathrak, the Poisonous Mind's Dot.
