Migration doubt

Hello, As I've seen, you've to be new in the server, my question is, what if I'm new, but I already created characters that I didn't used? Can I then still migrate to the server?

I know they doesn't start at lvl 100, but if I created a Demon Hunter it counts or not? Just to be sure.

It counts if you have a DH above level 100 and few characters above level 70.
