This list hasn't been updated in some time. Here's what I can say:
-Chapter 1 stops at "The Crone", as you cannot give her the password.
-Chapter 2 stops at "A parting Favor" as the NPC does not give it to us.
-Chapter 3 cannot be started since it is linked to Chapter 1 completion. This is the chain that normally unlocks the Inn. It currently stops at Assassin's Mark, as you cannot loot the mark, and the objective to inspect the bodies isn't even given. The Trading Post chain worked very well for me, up to The Ebon Hunter.
-Chapter 4, quest 4, 6, 9 and 10 cannot be completed, but others in the chain work and can be completed.
-Chapter 5 & 6: not tested. I think they might be locked and require further quests working to be unlocked?
-Chapter 7 works up to quest number 3.
-Chapter 8 stops at "To the...Rescue?"
-chapter 9, Defungination still doesn't work, but the quests after it do work up to number 6. Quest number 7 might require Defungination to be fixed as I could not take it. Probably linked.

Memory of Lithic got fixed today. It's part of final quests of 4th chapter

but chain quest is still stopped to Return to Veil Terokk quest

Can confirm as of 22/OCT/2019 still can't give him the password. The dialog is there, but after clicking it nothing happens
