[FIXED] [Monk][All] Healing Elixir

Bug description: Healing elixir doesn't heal you when you go down below 35% HP threshold in cc. In this case only Leg Sweep been put to a test. However I am sure it is bugged with every other CC that prevents you from saving yourself. I would have tested every other CC however I am limited to only 2 max level heroes.

Proof:

Retail demo : 1:12 - You can see monk's elixir get triggered even when he was in stun CC from dk.

And no that mage counter-spell wasn't on me. It was on priest. Not that it should have prevented me from triggering my elixir anyways. It should trigger no matter what state you are in as long as you are below 35% hp.

Update: Tested with Fist of Fury stun and Warlock Demo pet Axe stun. Same result. No heals.
