Celestial Fortune doesn't ever affect absorbs, and it should. It should have a chance equal to your critical strike to increase all heals and absorbs received by 65%, just as it was in Legion.

Dear fellow monk,

I have tested it out with 100% crit chance. And all of the absorbs got multiplied by x1.65 Celestial Fortune mod.
