[FIXED] [Monk] [Brewmaster] Gift of the Ox procs are way too low

Bug description: I've done a heroic dungeon just to test this out, as we can see in the Recount Addon I've had only 9 procs of this Passive over a 30 minute-ish dungeon, which is weird. I cannot count how many hits I've taken in that dungeon (or see it on Recount), otherwise I would've calculated am approximate rate at which this passive procs.

This is the formula for the proc chance:

quicksand cannot fix this. it's not working at all in some dungeons. :^) if you did black rook hold you never get proc out of it. only thing that you get is obstinante determination, your artifact trait.
i can give you proof that procs way too much in some areas if you want to

Gift of the Ox works like this:
If you have 1000 HP then you will spawn 1 Sphere after taking 1000 damage. With our Artifact trait we get an additional Sphere when you go under 35% HP (no internal cooldown).
This basicly means i have 3.2 million HP at the moment, so i'll spawn an orb after taking 2.08 mil damage (thats when i hit 35% HP) and the next Orb will spawn after taking another 1.12 mil damage (thats when i took 3.2 mil damage) or when i drop under 35% HP again.
