[Monk][PvE] Touch of Death HP pool

Bug description: Outside PvP encounters, when a monk uses Touch of Death, the spell should be usable if the NPC has a lower current HP than your total HP. However, the problem is the following:
Monk's current HP: 300 / 700k
NPC's HP: 400k
The monk isn't able to use Touch of Death until the NPC's HP reaches monk's current HP @numbers.
