Bug description: There is no NPC's on Pandarian. I tried to clear CACHE, reload, log-out and log-in. Leave area and came back, use hs to Orgri and move back. Last screen is from my friend's character.

What quest are you on? You can see in the comments that the guide is outdated and doesn't apply. You're reffering to your friend who's a Warrior and his Class Hall on that position, but you're a Hunter and the same questchain doesn't apply for you.

I believe you were following the Legion Intro quests. If you were stuck on this quest, then check this NPC.

For your class hall you can use this guide:

It shows you how to unlock your artifact weapon and the class hall itself.
For any issues feel free to use this macro:
