NPC "First Arcanist Thalyssra" missing Rank 3 Enchanting recipes

Bug description:

NPC named "First Arcanist Thalyssra" is missing the Rank 3 Enchanting recipes on certain characters only.
They can be seen on all of my characters, except the one with level 800 Enchanting, The Nightfallen exalted rep status and complete 11/11 Suramar story progress.
I believe the bug is related to the completion of all Suramar "Story Progress."
Once the Suramar story progress is "11/11" the NPC "First Arcanist Thalyssra" changes her appearance.


Proof:

This is a screenshot of one of my alt characters with incomplete Suramar story progress. It can be seen that "First Arcanist Thalyssra" has the original appearance and rank 3 enchanting patters ARE showing up.

These are screenshots of the character with complete 11/11 Suramar story progress. It can be seen that "First Arcanist Thalyssra" has the new appearance and the rank 3 enchanting patterns are NOT showing up.
