The NPC is not supposed to be spawned there at all times.
According to: https://us.battle.net/forums/en/wow/topic/20748765954 it had spawn after 26+ hours prior to legion launch and it only stood there for a maximum time of 1 hour. On retail it's spawning at the same time on all realms and it's spawn time is fixed or random I assume.

Personally I don't recall seeing the NPC there but I never checked hourly.

I'll ask around and see if it normally spawns.

Later update: The NPC has a functional script, it should spawn. If by any chance after 26+ 30+ hours it has not spawned please come back and make another topic. Keep in mind it only stays up for around one hour.

Later later Update: Upon further investigation it has been concluded that its script is not functional yet.
