Bug description: these NPCs don't have all items to sell in his shop, this https://www.wowhead.com/item=156650/much-too-hot-pepper is absent and it should be from 8.1. You need this item here in order to buy others from various NPCs to get finally the toy.
this item also is absent from second NPC above - https://www.wowhead.com/item=156651/golden-seeds
I have put below a list with the items needed to to all the exchanges in order to get the needed toy, and above the NPCs, all checked and all miss the item, except first one.

Use the Much-Too-Hot Peppers to purchase Golden Seeds from Trader Haw'li.
Use the Golden Seeds to purchase a Centennial Blossom from Granda Watae.
Use the Centennial Blossom to purchase a Preserved Night Elf Head from Trader Nog or Collector Kojo.
Use the Preserved Night Elf Head to purchase the Counterfeit Rastakhan Mask from "Black Eye" Zenru.
Then return to Griftah and get your https://www.wowhead.com/item=156649/zandalari-effigy-amulet
