Bug description:
This bug might have been fixed when Quicksand kindly fixed the Vial of Nightmare Fog and Naglfar Fare (won't know until next restart), but just in case:
Bug #1: Procs on user, not target.
Bug #2: Does not proc off HoTs.

Confirmed, BUT it procs on Target/Self and Direct heals only, the Hot component doesnt work, It should proc from HoT's, Tested this with 10 dummies all having renewing mist not a single proc from any. Also its proc chance is WAY too low, Tested this with 200,000% haste and 2-3 procs from Direct heals
