Bug description: All the Normal Legion Dungeons Mobs and Bosses abilities damage is not scaling to your level but instead all do the same damage either you are 98 or 110 level.
For example you go as level 102 so you see the mob level 102, this mob ability will do the same damage like the same mob but level 110(because someone else is level 110). So if a mob 102 cast an ability it will do the same damage as if this mob was level 110.

How it should work: The mobs and bosses abilities damage should scale depend of the target level. For example https://www.wow-freakz.com/spells.php?spell=198605&&name=thunderstrike as level 100 should do 80-120k damage but no matter the target level do the same 300-340k or even more damage.

Note: The level,auto-attack, health,armor scaling system is working just fine and nice job making it work so good but here i am reporting only the Abilities of the mobs and the bosses and their scaling.

Proof: Not sure what proofs to give except these links and one video about a dungeon with level 100 druid or level 102 bdk.

"vl 110 tank gets hit for 10% of his HP and that healer needs to heal for 200k to make up for it.

Yeah I agree. I was leveling a warrior and got into a dungeon lv 15 and the mob's ability dealt like, 1k dmg per hit and i had only 3k ... Then everyone died and left :/

For other dungeons except Legion ones there should be no such system so probably the NPC you encountered was really doing this amount of damage even in retail or is specific mob bug which you need to report somewhere. Here i am speaking about normal Legion dungeons mobs who use the scaling. Before Legion dungeons no dungeon is using scaling.

Please stop "bumping" the topic, that's useless, we ignore "bumps", you're just destroying the topic with lots of useless spam posts and make it harder to read/follow.

I am not completely sure about this "issue". Spell scaling based on level is automatic and only for some spells which have "scales with caster level" spell attribute. Most of those spells don't have that flag. However, take a look at a spell from a world legion npc https://www.wow-freakz.com/spells.php?spell=182384&&name=word-of-anguish, it has "Damage depends on caster's level" attribute and if you hover the mouse over the spell damage it shows you damage depending on level.

However I do agree they shouldn't deal same damage on level 98 like on level 110... but... I'm not sure how this mechanic should be implemented

Ok. Sorry for bumping but wanted a confirmation or at least someone to tell me if need more info. The problem is not with mobs outside Dungeons as there the system seems to be implemented correctly but in dungeons.

As you can see there are from halls of Valor. I just took random hostile npcs from the zone finder and some of their spells. None of them have the " Damage depends on caster's level" attribute like World/Zone mobs have right now. This is only happening with Legion Dungeon mobs and not other kind of mobs.

Now for how much damage they do probably they have sth simiral like the auto-attack scaling system which is with -10% damage per less level getting the first damage from 110 if i understand correctly how you implement it. For how much percent they used for dungeons i cannot tell as need to be checked with calculations and tests so see if the damage they will do after a decrease of x % depend of their level is close to retail value on same level.

Shocker have you checked this one?
I saw you did some changes to damage on bosses on last changelog but not sure how it change this bug. Furthermore i did some calculations and seems that the damage of the abilities should get decrease by around 10% from the next level(for example a level 101 do 100k damage with one spell then the 100 should do 90k and the 99 should do 81k(90k-10%*90k = 81k). Not sure if formula is exactly like that but seems to go close to retail values with some spells.

Note: The damage i took was from wowhead and freakz which is the 110 level damage.

If the bug report need more proof or anything please comment it here. If you are thinking is wrong report then close it.
I think should have equal priority with other dungeon bugs as is Legion content the 100-110 level dungeons.
