[Object] Ephemeral Crystals/Long-Forgotten Hippogryph not functioning/appearing

Bug description:
The Ephemeral Crystals located in Nagrand (Usually supposed to be randomly around Azsuna) do not seem to function as intended and as I have been informed via a response to my ticket, they previously used to work before patch 7.2.5. As of current, all the crystals that are located on a floating platform in the sky do, seems to be make an arcane effect around the player that interacts with the crystal, the crystal then appears to go onto some form of cooldown, and then returning to its normal state, after interacting with it the 5 times required to get the mount, nothing seems to happen other than the cooldown, interacting with the other two seems to have the same effect.
From what I could gather, the crystal performs a spell called "Crystal Dummy Aura 1", and there appears to be 5 of the auras, however all 3 crystals that spawn, only do "Crystal Dummy Aura 1" Rather than 2-5, and the "Summon Long-Forgotten Hippogryph" spell does not seem to trigger due to it.
