Bug description: Hero's Call Board is there but does not give any starting quest.
Proof: it says "Object isn't spawned anywhere" in the link.

Confirmed. You're unable to take quests from the Board.

As for the questing itself, you can use adventure guide to pick up quests or simply go to different zones and quest there.
